re_use Initiative for Climate-Neutral Construction

A Mission Partnership to develop a circular economy in the construction sector for the industry region of Upper Austria by fostering collaboration across public administration, private developers, construction companies, banks, and research institutions.

Challenge

For Linz to become a climate-neutral industrial city by 2040, a circular economy in construction, real estate, and waste management is essential. The sector faces major challenges, including resource consumption, emissions from building operations, and the need for sustainable materials and demolition practices.

Our partners

The Congress for Climate-Neutral Construction was initiated as part of the re_use Initiative, a joint effort by the City of Linz and LINZ AG and key stakeholders, such as STRABAG, Swietelsky and Sparkasse Oberösterreich. The initiative brings together key players to coordinate necessary measures for sustainable building and circular construction.

Approach

The initiative organises an annual congress for climate-neutral construction, bringing together representatives from government, the construction and retail sectors, academia and civil society. The event balances knowledge-sharing with practical solutions, and creates a space for meaningful exchange. Additionally, three thematic cross-sectoral working groups meet regularly throughout the year to shape the initiative.

Impact

The first congress in 2024 marked a major step forward in establishing Linz as a hub for circular construction. With over 150 participants it brought key industry players together to align on next steps. To drive long-term collaboration, three working groups of key stakeholders focus on data collection and measurement, planning and finance and demolition.
