re_use – Initiative for Circular Construction in Linz and Upper Austria

A Mission Partnership that brings together public administration, the construction sectors, finance, research and practice to advance a circular economy in construction across Linz and Upper Austria.

Challenge

Climate targets, the EU taxonomy and rising resource prices are reshaping the construction sector. Yet the actors involved have so far worked in separate logics. A circular economy in construction is essential for Linz and Upper Austria to reach climate neutrality, and it depends on bringing these actors to one table.

re_use is carried jointly by the City of Linz, the Province of Upper Austria and LINZ AG, together with Sparkasse OÖ, Strabag and Swietelsky as well as other key partners.

Approach

re_use follows the model of a Mission Partnership, facilitated by the Innovation in Politics Institute (IPI) as a neutral partner. A steering group sets the strategic direction, cross-sectoral working groups develop concrete solutions throughout the year, and annual events bring the results together,turning dialogue into applicable standards for sustainable, circular building.

Impact

Since 2023, re_use has turned cross-sectoral dialogue into concrete results: applicable standards, decision-making tools and tender criteria for sustainable, circular building. Its annual congress helped establish Linz as a hub for circular construction, attracting a growing network of cities, experts and projects. Today, together with the Province of Upper Austria, the initiative extends this work across the wider region.
