VIENNA’S URGENCY TO ACT ON THE CLIMATE CRISIS
Rising temperatures and more frequent extreme weather events not only illustrate the impact of the climate crisis in Vienna but also highlight the city’s responsibility to act fast to maintain its status as the world’s most liveable city and preserve it for future generations.
THE VIENNA CLIMATE LAW: A LEGALLY BINDING COMMITMENT
The Vienna Climate Law, as an act of self-commitment by the City of Vienna, sets the goals of achieving climate neutrality and a climate-neutral administration by 2040. It defines climate protection, climate adaptation, and the circular economy as key objectives, emphasizing socially equitable measures. The law introduces instruments such as climate checks for new laws and construction projects, a climate budget to assess greenhouse gas emissions and assign responsibilities, and strengthens climate alliances while encouraging public participation. Scheduled to enter into force in spring 2025, it makes Vienna the first Austrian federal province with a legally binding framework to meet its climate targets.
IMPLEMENTATION AND OVERSIGHT FOR SUSTAINABLE PROGRESS
The Vienna Climate Guide, now enshrined in the Climate Law, includes over 100 measures spanning public transport and the energy transition. A high-level Steering Group, led by the Mayor and city councillors and supported by a dedicated climate management unit, monitors implementation and defines additional measures as needed. The law also mandates an evaluation process and grants individuals and environmental organisations the right to request updates if targets are not met. By establishing user-friendly tools and an advisory body of experts from science, business, environmental groups, and civil society, Vienna is ensuring ambitious, transparent, and inclusive climate action within its own sphere of influence.
