The coronavirus pandemic has taken governments by surprise and, in many cases, limited their ability to act. Authorities were not only overwhelmed with developing the right measures in a very short time but also with keeping their own services and operations running.
Code For Germany is a network of groups of volunteers (Labs) who work on improving social interaction in their cities and work for more transparency, open data, and participation. They have published a booklet on how governments can be more resilient to crises. The document outlines challenges as well as recommendations and possible solutions.
