RETAINING TALENT THROUGH HOUSING

The Apartment for a Graduate programme supports talented students and recent graduates in securing their first independent home. Targeted at top university graduates, it aims to retain young talent in Białystok by providing affordable housing, while also helping local businesses attract qualified employees. Implemented using the housing stock of the Białystok Commune and managed by the Municipal Property Board, the programme offers up to 159 newly built apartments— with an impressive 157 already occupied.

TAILORED TO YOUNG PROFESSIONALS

Recognising that housing, alongside employment, is a key factor in young people’s decisions about where to live, the programme provides attractive, financially accessible housing solutions tailored to their needs. Beyond fulfilling individual aspirations, this initiative strengthens the city’s appeal nationwide, positioning Białystok as a vibrant hub for young professionals. By combining accessible housing with opportunities for local employment, the programme creates a powerful incentive for graduates to build their future in the city.

A MODEL FOR YOUTH-INCLUSIVE URBAN POLICY

While similar initiatives exist in other Polish cities, Białystok’s programme stands out for its scale and accessibility. Białystok has committed an entire housing complex to the scheme. The programme is now permanently integrated into the city’s municipal housing policy, with plans to expand it through two additional buildings and 394 new units. After 10 years, tenancy agreements evolve into indefinite leases for graduates who remain employed in Białystok—securing long-term housing and workforce stability.
